Comment Reasons:

- Noise

- Overdevelopment

- Residential Amenity

Comment: The way this illegal change of use on the old Brighton Girls' site has been very badly handled by officer and it unfortunately looks like the system has been played by the applicant.

This should go to committee and should be refused given that enforcement should have acted and used their powers several weeks ago.
